Morris County marked the first anniversary of its expanded ARRIVE Together program on August 26, highlighting a response model now available in Rockaway Borough and Rockaway Township.
The program pairs law enforcement officers with licensed Mental Health Association professionals when police receive emergency calls involving people experiencing mental or behavioral health issues. Clinicians can respond alongside officers or shortly afterward to assess the situation, help de-escalate the crisis and connect individuals and families with appropriate services.
ARRIVE stands for Alternative Responses to Reduce Instances of Violence and Escalation. Morris County launched its program in 2023 before expanding it to additional communities.
Rockaway Borough and Rockaway Township joined the Morris County program in July 2025. The county said the expansion added 25 municipalities and brought the service to nearly all of Morris County.
The program also provides follow-up outreach when an on-scene response is not possible. Support can include connections to behavioral health care, substance use treatment, housing assistance and grief counseling.
The anniversary recognition focused on the partnership among the Morris County Prosecutor’s Office, local police departments and the Mental Health Association. The county’s current program update is available through the Morris County website.
